Special provision for senior citizens in polling

KOCHI: Chief Election Commissioner of India Nasim Zaidi, in response to the letter of Justice Cyriac Joseph, Member, NHRC (dated May 6, 2016), regarding the difficulties faced by the senior citizens in exercise of their vote, has said that "special interventions are being carried out to facilitate the senior citizens, who want to exercise their franchise".


Zaidi said that there are standing instructions of ECI for a separate queue at the polling stations, primarily for the senior citizens and physically challenged persons. Instructions have also been issued to give priority/precedence to senior citizens, infirm voters and women with babies over other voters in the queue, wherever separate queues are not provided for. "Also provision of Help Desk has been made in the polling station locations to assist the voters," he added.

Senior citizens are getting married and NO they are not embarrassed!

Age is no bar for senior citizens to marry for the first time or re-marry to have company for the rest of their life, especially in old age, as evident from the good response to a matrimonial meet held here on Sunday for elders.

"About 250 senior citizens above 50-60 years, including 150 men and 100 women came to the match-making event here. We are moved by the response, as senior citizens, including single, widowed or divorced came in search of a companion," Anubhandana Foundation member Bharatbhai Patel told reporters here on Monday.

Admitting that having company in old age is a major social problem for the senior citizens, living alone or away from children, Patel said the Ahmedabad-based foundation had been organising such events in a few cities across the country to enable elderly people find a suitable companion and lead a meaningful life.

"Though the response this time has been 50 less than the 300 when the event was hosted here for the first time in January 2014, the participants have come from other parts of Karnataka, including Mangaluru, Hubballi, Mysuru and Raichur," Patel recalled. The oldest person among men was 78 years and among women it was a woman of 55 years.

Among the participants, about 10 got engaged at the venue and a dozen agreed to meet again to decide on when to tie the knot. Several others registered their details with the foundation to help them find a suitable companion from its database in other cities.

"Nuclear families, career pursuits and changing lifestyle have been disrupting the life of senior citizens as their sons and daughters leave them behind after education on getting jobs or on getting married and then they live separately in the same city or other cities in India or abroad," Patel said.

While the majority of senior citizens belonging to the middle class are financially sound or self-sufficient, it is loneliness or lack of company that makes them marry again even from other communities, cutting across social barriers of caste and creed.

"We are doing our best to ensure single citizens get a compatible person to live with them in the evening of their life and help each other in old age. More than money, it's care and love that matters the most in old age for such citizens, who live on their own or away from their kin," Patel noted.

"Besides facilitating the coming together of aged citizens, we provide counselling service and assist the re-married couple to register their names and other details at their respective marriage bureaus in the sub-registrar offices.


According to foundation secretary Gouri Shankar, the not-for-profit organisation provides a platform for senior citizens to meet, interact and decide whom to choose as a partner and how soon they would like to live together.


Regretting that more and more elderly people were being left to fend themselves or neglected by their kin, human rights activist Uday Kumar said not many children of the present generation cared for their ageing parents, irrespective of their status -- divorced or widowed.


"As leading a lonely life in old age is worrisome, I am glad the foundation had organised the matrimonial event to meet my future partner," said M. Shankarappa, one of the participants.

Now, senior citizens can keep pension accounts in private banks

Lucknow: In a decision that would help lakhs of senior citizens, the UP government has allowed them the option of holding their pension account in private banks as well. Principal secretary, finance, Rahul Bhatnagar, told TOI that a long-pending demand of senior citizens had been fulfilled with this decision taken on Tuesday. "It is the first time this facility has been extended to government pensioners," Bhatnagar added.


There are estimatedly 7.50 lakh pensioners of whom five lakh are employees of the state government, including 2 lakh teachers and 50,000 of the all-India services, who could so far hold pension accounts only in nationalised banks, as per Schedule I of Reserve Bank of India.


Because of excess burden on nationalised banks, pensioners had to face hardship withdrawing their monthly pension. They had mounted pressure on the state government to let them avail of private banks' services.


Amid cut-throat competition in the banking sector in the country post economic reforms, private banks are not only offering better customer care services, they are also providing many lucrative schemes to account holders that could also give an added advantage to the elderly in opening pension account with them.

Trade Unions upset over allowing unclaimed PF money to be used for Senior Citizens’ Welfare Fund


New Delhi, July 27 (KNN) Neither the Labour Minister nor the Prime Minister have any rights to use money from inoperative accounts under EPFO without the concurrence of the workers because it is workers’ money, said Tapan Sen, General Secretary of Centre of Indian Trade Unions (CITU).
Trade unions on Tuesday staged a walkout from Employees' Provident Fund Organisation's Central Board of Trustees Meeting to protest the Finance Ministry's recent notification to use Rs 17,000 crore from inoperative accounts under EPFO to fund welfare of senior citizens.
He explained that the union walked out because the government has given a very “nasty” proposal that they will be appropriating crores of money from the provident fund account for giving old age pension to general people.
“Now giving old age pension is the political responsibility of the government and money in the provident fund is the money in the individual account of the workers. How can they take away that money to discharge this political responsibility?” he asked. 
He said “Let them take from the other big companies.”
"Dattatreya asked the Union to withdraw the agenda from the meeting and assured to look into it later," CITU chief said.
The meeting was convened to discuss raising the EPFO's investment in Exchange Traded Funds from the current 5 per cent to 10 per cent.
Sen said that trade unions made it clear that there is no question of looking into the matter. “It is not government’s fund but the workers fund. Without workers concurrent you cannot take out the money,” he said.
According to a Finance Ministry notification on March 18, deposits unclaimed for over seven years in the employees’ provident fund, public provident fund, post office savings accounts, national savings certificates among other small savings schemes would be diverted for setting up a Senior Citizens’ Welfare Fund, announced in the Budget.
As per the Finance Ministry, the government office concerned “shall try to contact” every account holder of the unclaimed deposits through written notice, e-mail or telephone at least two times in 60 days before transferring the amount to the Senior Citizens’ Welfare Fund. (KNN Bureau)

The Institute of Social Development, Udaipur invites working, non-working and retired persons qualified and experienced having expertise in one or the other disciplines and looking for a platform to plan and carryout research, development and welfare projects.
 
The Institute, a registered non-profit body sponsored by eminent social scientists and development experts, was set up in 1998 as an All India Organization with the main purpose to offer logistic support to those who are keen to make use of their expertise for undertaking studies and organizing development programmes but have no platform to do so owing mainly to their non-working or retired status or locations in remote/distant places.
 
The Institute is registered under 80 G, 12 AA and FCRA (renewal is under consideration). During its existence, it has carried out several research and action projects, organized national and international seminars and conferences, offered consultancy several and brought out several publications. RESEARCH ON ELDER PEOPLE

আমি ডাঃ অমিতাভ দে সরকার বর্তমানে ক্যালকাটা ন্যাশানাল মেডিকেল কলেজে সাইকিয়াট্রি বিভাগে প্রফেসর আশীষ মুখোপাধ্যায়, হেড অফ দ্য ডিপার্টমেন্ট, সাইকিয়াট্রি ফ্যাকাল্টি-র  তত্ত্বাবধানে (Guidance) এবং ডাঃ অমিতাভ দাঁ, আসিস্ট্যান্ট প্রফেসর, একই বিভাগ-র সহ তত্ত্বাবধানে (Co-guidance)প্রবীণদের উপর একটি গবেষণায় নিয়োজিত হয়েছি।
গবেষণার বিষয়বস্তু মোটামুটি এইরূপঃ প্রবীণ মানুষজনের জীবনযাত্রার গুনমান, তাদের হতাশার পরিমাণ, জীবনের সন্তুষ্টি, সামাজিক ও মানসিক একাকীত্ব, ইত্যাদির পরিমাপ করন এবং সক্রিয় জীবনযাত্রার (active ageing )এদের উপর প্রভাব।
আপনারা জানেন যত দিন যাচ্ছে সারা বিশ্বে প্রবীন মানুষদের সংখ্যা ও শতকরা পরিমাণ খুব দ্রুত বেড়ে চলেছে। এর প্রধান কারণগুলি হল নিম্নমুখী শিশু জন্মহার, নিম্নমুখী মৃত্যুহার, ঊর্ধ্বমুখী রোজগার, ক্রমবর্ধমান শিক্ষার হার, চিকিৎসা বিজ্ঞানের উন্নতি, ইত্যাদি। এই সব কারণে আজ চারিদিকে শুধুই অনু পরিবার (nuclear family)জীবনের একটা সময় আসেই যখন বেঁচে থাকার জন্য অন্যের সাহায্য নিতেই হয়। এই সব প্রবীণ মানুষেরা কার কাছে সাহায্য চাইবেন? বয়স বাড়ার সাথে সাথে মানুষের চাহিদা, প্রয়োজনীয়তা, মানসিকতার পরিবর্তন ঘটে। এই গবেষণার উদ্দেশ্য হল জীবনের সামান্য একটা দিকের পরিমাপ, যার মাধ্যমে খোঁজা প্রবীণদের জীবনের মান উন্নয়নের হদিশ।
এই গবেষণাটি হবে mail questionnaire-এর মাধ্যমে। প্রবীণ ব্যক্তিগণকে সাধারণ ডাকের মাধ্যমে একটি প্রশ্নপত্র পাঠানো হবে। তিনি শুধু কিছু উত্তরে টিক দেবেন। তারপরে আমাদের সরবরাহ করা ডাকটিকিট লাগানো খামে করে ফেরত পাঠাবেন – এক পয়সাও খরচ হবে নাশুধু সময় খরচ হবে মোটামুটি ৪৫ মিঃ। এই গবেষণা শুধুমাত্র পশ্চিমবঙ্গের মধ্যেই সীমাবদ্ধ।
আপনি যদি পশ্চিমবঙ্গবাসী প্রবীণ (above 60) হন, তাহলে আপনার চিঠিপত্রের ঠিকানা ও ফোন নম্বর মেল করুন। ক জন প্রবীণ/ প্রবীণা বাড়িতে আছেন তাও জানান। প্রশ্নপত্র পাওয়ার পর আপনি ইচ্ছা করলে উত্তর নাও দিতে পারেন। Institutional Research Board সেই স্বাধীনতা আপনাকে দিয়েছে। আপনার দেওয়া তথ্য  research protocol অনুসারে গোপন থাকবে। আপনি এই খবর আপনার পরিচিত ব্যক্তিদের সাথে আলোচনা করতে পারেন। আপনার প্রবীণ বন্ধু- বান্ধবদের ঠিকানা ও ফোন নম্বরও পাঠাতে পারেন।
আপনি যদি প্রবীণ না হন তাহলে দয়া করে এই মেলটি আপনার পরিচিত প্রবীণদেরকে ফরোয়ার্ড করুন বা যতগুলি সম্ভব প্রবীণ মানুষের ঠিকানা ও ফোন নম্বর মেল করুন। আমরাই যোগাযোগ করে নেব। আমাদের গ্রাম-শহর মিলিয়ে কমপক্ষে ৫০০ প্রবীণ/ প্রবীণা প্রয়োজন। সংখ্যাটি যত বেশী হবে, গবেষণার গুনমান তত ভালো হবে।
